Like everyone else has been saying - the problem is not that Okumura is too difficult, it's that everything up to that was too easy. Joker and Morgana should baton pass to Haru using psy skills, and to maximize damage, Haru should be able to make three attacks. Have her target one robot to knock it down, then do a nulti-target psy attack to knock down the other, while damaging the other three.

The reason Okumura and the royal boss are seen as hard is because there a dps Race so The main strategy people have been using don't work. That boss still sucks. The issues are the time limit and the phases running away. Which resets the phase. And the further along, the phases get higher hp which makes it harder to kill. And cognitive Haru is buffing the enemies as well. It's just a fucking shit show of a boss. The only true hard boss of the game and it's the middle of the pack.
